We say we can’t afford something when we don’t have enough money to buy it. We can also use this expression with things other than money, such as time.

「このゲームが欲しいけど、買う余裕がない。」
「映画が始まる前に映画館に行こうと思ったら、時間を無駄にできない。」

お金が足りなくて買えないときにこの表現を使います。お金以外で、時間などにも使えます。
